Paypal refuses to close account even though i haven't used it in 6 months

I'm reporting PayPal to BBB for failure and refusal to close my account for the last 6 months. There are zero charges or transactions on my account yet PayPal refuses to close my account. I've been informed that I have to submit several months of my bank statements before PayPal will lift any limitations and close my account. PayPal is conducting an information scam and holding me hostage.
