Paypal IP block even after rebooting, clearing cache, etc

All day, I've been having trouble with a sudden IP block by Paypal even though everything was fine yesterday. Our internet periodically gets disrupted, because of random downtimes. I'm very internet/tech savvy, so I've tried all the usual fixes.
- Cleared cache on the mobile app, mobile browser, desktop browser.
- Rebooted the router, PC, and smartphone
- Rinse & repeat
- Contacted customer support
None of these fixes helped. Unfortunately the only people I've reached are the non-US based customer support, thus I believe there's a language barrier that keeps them from understanding me. I've been told twice that I need to try a new network. I work at home. I need my Paypal to work at home. I can't try a new network from here. And I'm not going to buy new hardware just to set up a new network. While I've had similar loading issues before, I've fixed them very quickly. But this time, the solutions that usually work aren't working right now. I'm having to use a VPN at risk of being banned, just to log into my account on desktop and post here. On mobile, I have to use my mobile data. I'm afraid of my mobile IP getting banned too, though.
Does anyone have a different solution to try?
