I'm sorry to know that you're running to some confusion with that error code. It sounds like that is linked to some kind of secondary verification for either logging into your account or making a payment. I'd recommend reaching out to our Customer Support teams by clicking "Contact" at the bottom of any PayPal page for assistance. If you're unable to login to your account, after you clicking "Contact", you can click Password and Account Access, then Login Problems, and then follow the available contact options at the bottom of that help article.
