Is Paypal Available In Ghana Africa

Is Paypal available in Ghana, Africa? I've found conflicting info but have read that in 2019 it was supposed to have been added to Ghana payment processors list.

PayPal services are not available as Ghana still is not listed in the permitted countries list.
