I want to open a bulgarian Paypal account as a bulgarian citizen, but I have no bulgarian mobile phone (have a mexican one) - is there a way to sign up with a mexican mobile phone and bulgarian passport?
As you are posting with a Russian account, if you are trying to open another countries paypal account to bypass the Russian block sadly that won't work.

I am Bulgarian citizen now so I do not need to bypass anything, the problem is that I do not have a Bulgarian mobile phone number and the system does not allow me to use the mobile number with mexican country code.
In that case Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
