No such thing, you can have a personal account or a business account.
You can send gifts of money to family and friends using the f/f option on any account if you select that option when sending the payment.
You are not allowed to use it for selling goods or services which you can do on a personal or business account and fees apply on both accounts.
If you want to downgrade to a personal account then you would need to contact customer services to do it for you as there is no automatic option.
However if its the account you are using to post on here then you already have a personal account.
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
