I made a US business account that I cannot verify. How do I change the country?

I made a PayPal business account but whenever I try to verify it, it keeps asking for my State which I do not have because I live in Europe. How do I change my account's country? when I enter my country's PayPal site and try to access " create a business account " it always takes me to https://www.paypal.com/bizsignup/ and there is no option to change my country except the phone number. Any help?

You would need to close that paypal account as you would never be able to verify or use it.

Then open a new account in the correct country.
