How can a disabled user cannot contact support?

HI there, I cannot log into an account belonging to me and I cannot contact support.

I frequently fly between the US and the UK and have bank accounts in both countries, so I set up Paypal accounts for each. Paypal is  however extremely twitchy when it comes to even logging in to an account overseas, and as such my UK account has been disabled for over a year now. It started when I was trying to confirm my bank account, to which I was asked for a photo ID and a statement, which I had prepared the same day I found out I couldn't even log in to my UK account.

 

I have Cerebral Palsy and as such I CANNOT, I repeat, I CANNOT call support to ask for help. I had a relative attempt it for me but that was entirely useless as the CS rep kept asking for verbal replies WHICH I CANNOT GIVE. I gave up after that, and I have no Paypal access while I'm in the UK, which is abysmal. I am very happy to provide passports, US ID, bank statements, and any other proof that is needed, but I CANNOT do a verbal confirmation. I simply want to use your service, is there no support for non-verbal users at all?

 

I was given some sort of relay number to call last time, where supposedly my texts would be relayed somehow and the CS rep would accept that as confirmation, but the number never worked at all. I just don't know how I'm supposed to proceed when the only option ANYWHERE is to call support, which I can't.

Paypal is country specific so you have to open a paypal account in the country you are residing in and add an address / phone number / bank accounts / cards from within that country. You should not use a paypal account internationally.

However you are allowed to have 2 paypal accounts ie 1 in each country BUT x1 must be a personal account and the other x1 has to be a business accounts.

If you have 2 paypal accounts of the same 'type' then you may find one or both accounts limited.
