When registering, I entered the wrong country of residence. I did not notice that I chose Russia, in fact I live in Kazakhstan. Because of this I can not tie a bank card, please tell me if I can change the country? I have to get the money soon to the account. Please help me.

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.

I'm supposed to get money from Upwork, but have not received two weeks, what should I do? Is it because I accidentally chose a different country when registering? Because of this, I can not bind the card. I opened an additional account as recommended, but when registering needs to specify a different e-mail. The account is at another post office, and the money should go to another post office account, I now can not get the money? Please help me.

I think you will find that all Russian paypal accounts have been blocked, if you money sent to them then you may not be able to access it, especially if you are in another country.

Paypal promised to help, they said in the message that they would contact me within 72 hours, but this time has long passed. is it really so bad with paypal, is it really that I can’t get my money. because of one mistake, where the country is indicated with a very small button, do so. I really regret contacting paypal 😞

When you open a paypal account you scroll down the list of countries and click on the one you want.
As Kazakhstan would be many countries away from Russia then I am not sure how you could have done it.
Not like it was UK or US right next to each other, and to be honest its hardly Paypals fault you made that mistake.
