Have they emailed and said you could withdraw?
Contact customer service to ask them to enable withdrawal function if so:

If these don’t work, try filing a complaint at bbb.org under PayPal San Jose, CA requesting them to enable the withdrawal function, that is if they sent out an email already to you that you can withdrawal. If the situation calls for it, they could hold the money longer than 180 days so there must be something to your case or they forgotten you:
“When we implement a hold, reserve or limitation as a result of a court order, applicable law, regulatory requirement or other legal process, the hold, reserve or limitation may remain in place longer than 180 days.”
