suspicious email or not

i have recieved an email says its from paypal telling me something about i had a suspicious payment sent so my paypal has been ,imited until i verify. Im not sure if this is true. i have logged into my paypal nothing mentioned there of any limitations. this is the email. copied/pasted.

As part of our security reasons, we regularly screen activity in the PayPal system.
We recently contacted you after noticing an issue on your account.

We requested information from you for the following reason:

We recently received a report of unauthorized credit card use associated with this account.
As a precaution, we have limited access to your PayPal account in order to protect
against future unauthorized transactions.


Case ID Number: not added by me for security reasons.


This is a reminder to restore your account as soon as possible.

Please download the form attached to this email and open it in a web browser.
Once opened, you will be provided with steps to restore your account access.
We appreciate your understanding as we work to ensure account safety.

We thank you for your prompt attention to this matter.
Please understand that this is a security measure intended to help protect you and your account.

Looks Authentic, but im not sure it is? as logging into my paypal i see no problems or my paypla has been restricted.
By opening the attachement wants me to add my banking details for verification. ofc im now hesitant!

I  only had to read the first line to know it was a scam.

 

Paypal will say Dear John Smith or whatever your name is not Dear paypal user.

 

Secondly they NEVER ask you to sign in via a download or a link in an email.

 

If you did that you would be giving away your sign in info to scammers.

 

Defo scam do not download the attachment.
