Why is my account still limited even after completing all the tasks???

Does any respond from Paypal India???

Sorry to say but Paypal ha pathetic pathetic customer support in India. No one picks up at their toll free no- 1-800-212-3852. People in this community say to contact via FB and Twitter. FB guys say contact customer service..... all just do buck passing. Is there any mode to communicate. 

I have completed all my tasks still my account is limited. Don't know what the issue is? I am having problems in receiving payments since long. Pls advise should I waste my time here or just close this account. WAKE UP PAYPAL INDIA!!!!!!
