Why is it impossible to call paypal???

I'm in the UK, and have been trying to call them the past coupleof DAYS. The phone didn't even RING and just automatically hung up. On both numbers. I need my account resolved ASAP, and they told me they would get back to me in 2-3 days, but I heard nothing until the 4th day, and all of my plans are late now because of this incompetence!

When you clicked on help / contact and got the code + the phone number did you read this?

As the resolution centre appears to be in meltdown due to the Monarch problems I expect the phone system is overloaded.
