URGENT - Closing paypal account problem

I have 2 questions:

How do I close my limited paypal account?

If the person is underage then is he able to close his paypal account that is limited?

You can't close it if its limited.

The reason they do that is to stop you using another one with the same email address OR card / bank account.

Nope but you also can't change it if paypal limit your account and won't let you close it unfortunately.
