Sent money to a non fully verified account over the limit

Hi

I`ve sent £2k to my sister (overseas transfer) but her account turned to be frozen, because this amount is over the limit what she can receive in a year. The transfer is completed, I can`t cancel it anymore, but she can`t reach the money either. She tried to send proof of address and proof of ID, but only the ID was accepted by Paypal, the address was not even if it was an official hungarian (my sister lives in Hungary, I`m in the U.K.) Address card (which is exactly, as the name implies is a proof of address)

My question is what now? How can I cancel the whole thing or get refund or how can she sort out that verification procedure? (her bank statements, creditcard statements, etc does not hold the address)

I think only customer services can help you on this one.

Click on the words "Contact us" at the bottom of paypal pages > click on the "call us" option on the left (fees "may" apply so check the cost with your phone tariff first, as you sometimes have to wait a while to connect).

When you get through don't select any options just hang on till you get transfered to an agent.
