I notice the limited account verification is cropping up more and more, as paypal is not based in the uk, data is not safe, under no circumstances send passport or driving licence details to pay pal or any other very personal details which can be used for fraud. My father is a just retired detective inspector in the fraud squad and he states you must not send personal info outside of the UK, it is not safe and will become more unsafe as time passes. I was victim to ID fraud 3 years ago, and after £8000 of legal fee's the source of the fraud was data bought from Experian, this is done thousands of times a day, every day and explains why 50% of the public will be victim to ID fraud at some point in there lives-frightening but true.
To reiterate, tell people as little as possible about your personal details, if you open a bank account and you are asked for childrens names etc, do not answer, non of the banks business, they will not refuse you an account, think before you answer.
Data in UK is not safe, it gets a 100 times more insecure once it goes abroad to places like spain etc, be careful please.
It is up to you the victim to prove you have been a victim, it takes time, money and an awful lot of nervous energy.
