Negative balance for real?

Hi, i already contacted with PayPal via email, but i am still pretty mad.
So i sell digital services and got next message:
"The buyer stated that they did not authorize this purchase."
It looked fishy, because client just did put money and balance and thats all.
So i did include all screenshots and information about user.
This was second payment i received via PayPal and it was 36 euros.
I didn't touch money on my PayPal balance and waited PayPal to resolve this problem.
Today i got email:
>We did not receive the necessary documentation we requested from you, so we were unable to dispute the case with your buyer’s financial institution.
Well alright, then i look at my balance its -36 euros. What the **bleep**?
So PayPal gives back money from my account to customer and asks +36 euros from me? Seriously?
Where is logic?
