Need to change name, but no Photo ID

Help - I first set up my Paypal account many years ago in the surname I then used.  

I no longer use that surname, but have no official documents as it was so long ago and wasn't required.  

Paypal has accepted without question my credit card in my current surname - but won't allow me to add a bank account in my current name without photo id - which I don't have.  So I have no access to my money in Paypal.

I have other bills, - council tax, etc but how do I manage to change the name without the photo id?

Hi there Puzzledd, 

If you do not have a photo ID we can accept a copy of both the below as an alternative:

-Birth Certificate

-Government issued Document/Letter

If you do not have a photo ID we can accept a birth certificate along with a government issued letter such as your council tax bill.

If your name change is down to marriage we will require a marriage certificate.
