My account cannot be closed!!!!!

Basically, i was trying to buy stuff online but i need a Paypal account and i didn't know that under 18 people are not allowed to create an account, but it suddenly worked on me, i am not sure have i typed my information wrong, so i was trying to close it.

Unfortunately, the system told me that 

"Your satisfaction and continued use of our service is important to us. Please contact us on 852-3550-8574 to discuss any account concerns that you may have. & Your account cannot be closed at this time."

i have no clue what is happening, i just want to close it as soons as possible, and also im not in the area that the system told me to contact so who should i contact if i want to solve this out?
