Difficult Situation --- Limitation Remains After All documents Verified

I would like to ask for your kind help regarding above issue and please allow me to tell you all the details as follows:

The timeline for all events are as follows:
1. April 2013 I sent all my documents including passports (current & expired) to *** travel agency, whom I had employed to apply for Schengen visa for my travel in August 2013.
Soon Paypal requested documents to verify my identity --- as I did not have any documents at hands, I therefore requested my travel agency lawyer for applying Schengen visa to send me a photo scan on my passport.
2. I sent utility and ID documents on 3 and 7 May 2013 respectively. After a week and hearing nothing from paypal, I called by phone (in mid May) when I was told there might have been a problem in uploading or transmission where paypal received incomplete ID document. Paypal also instructed me to add “Flat” to my address, which I followed immediately.
Then before I was to send documents again, I looked into the scan photo from lawyer, I found it was already incomplete when they sent me with the bottom part missing. Honestly, as there were more than £800 in my account, which will be my living expense, I sent document in urgency with full confidence in lawyer, I did not notice it at the beginning. So when I noticed this problem, I immediately contacted my lawyer to send me a complete photo scan again.
However for 2 weeks they did not get back to me at all and there was also no news for my visa application.
3. At the end of May, because of extremely slow application along with overall bad customer service, I decided to suspend employing this travel agency and requested them to send my documents back to me.
As travel agency was very slow to respond regarding suspending employment contract and it took more time to receive my documents back by post. I asked travel agency to send a complete new scan on my passport immediately, which I could send to paypal in urgency.
4 . 28 May 2013, new passport scan from travel agency was sent to paypal again. However, when I called by phone (after not hearing from paypal again!), I was told new scan was not valid as information is unmatched with system.
I had no idea about what exactly went wrong until I finally received my original documents by post in early June 2013, when I examined everything in details and finally did a scan by myself.
5 June 2013 As paypal have on record, I immediately sent a new scan on my passport, when paypal instantly confirmed documents were verified, but left my account in limitation by saying “I have intentionally sent false document!!!”.
However, It is very clear that this is all wrong that I have NO reason to INTENTIONALLY send paypal wrong ID documents for following truths:
1. I am a foreign student who sees legal documents as my priority, which is the essential part of my stay and study in the UK, I have no reason to make this kind of stupid trouble with police.
2. Earlier in 2013, I have already submitted ID documents to ebay, who had verified my account immediately. I have no reason to send paypal different documents (even if I had) to create discrepancies.
3. Again, £800 is a huge amount for my living expense, therefore I had always responded very quickly to paypal's requests and questions, I had no reason to waste time or cause trouble in getting my own money back!
Furthermore, for this £800 in my account, which yields an interest of at least £10 interest for 2 months, besides I have contacted paypal with more than 10 phone calls which charged me a further £30. This financial loss has already become unbearable.
As for wrong document part, I have provided above everything I have known – I have also contacted *** travel agency for more details in past few weeks, but they did not respond at all!!!
My understanding is if there had been any bad customer service from this travel agency, eg messing up my expired and current documents for a customer who called off business with them or simply had bad document management, it is beyond my capability to investigate after spending so much time and money to contact them, especially at a time of financial difficulty where I have already had a very tight living expense!!!
What’s more, I wonder what paypal expects me to do in this situation as a person who did nothing wrong but has already had great losses from both travel agency and paypal?
Therefore, my understanding is If paypal have NO evidence that I, hereby *** have intentionally sent wrong document, I would like to request paypal to remove my account limitation as soon as possible, because it is not only unlawful to limit my access to my own money after verifying my identity, but also this is in fact an embezzlement of personal funds including interest part which can be taken to court.
I would appreciate if you could have a look at my case, and kindly give me advice as to how to sort out this difficult situation.
