Can't link account due to under 19's restrictions

I have a Lloyds TSB under 19's account This has certain restrictions til I'm 17 such as mobile banking, telephone banking and online banking are in accessible to me. How am I supposed to get the 4 digit code paypal send me to link my card?

If its a credit card you can get it when they next send you a statement.

If its a debit card then the same applies.
