Account Limited Despite Being Verified

So, here is the issue--my account needs verified. To start this off-- I have had a paypal account since 2010. I have used it to by items off of ebay for may years now.  I had received money from a refund for an item I bought off of ebay that I had to return because it wasn't working. So, I received a refund of course. I then sent some money via paypal to my girlfriend, but I had to have her send it back to me because she wasn't able to load it onto her credit card due to some issue. So, I had 400 Dollars in my account after all of this. I decided--hey, I will transfer this to my bank account. It wouldn't let me, I had to verfiy my account which had been sitting there waiting to be resolved forever, so I decided to finish the verification. I needed to provide my SSN card photo, and proof of address--which I used my bank statemenet from my bank. So, I did this. Shortly after doing this I was completely unable to use my paypal account in any capacity. I had went onto ebay to try and purchase some light stands and paypal simply wouldn't let me use their service. Earlier I had ordered some light dimmers, and placed a bid on some LED Light bulbs. I was unable to purcahse the lightstands or use my paypal in any capacity after this.

 

I waited and yesterday on 4/29/17 I checked my email and surely paypal had emailed me..saying tha tthey now require further verification of certain transactions? Thety asked for ID confirmation, bank confirmation , and card confirmation--everything all over again. It makes no sense, all my accounts ad cards are all confirme. They asked for business proof--I am not a business. This makes no sense, I sent them proof of ID with  my ID, I proved my SSN and I proved my address. At 12 pm later that day I recieved an email stating that my account has been returned to regular standing...what?! Clearly it's not. The reason is below.

I have zero clue WTF that means. Then I check the required documents:

NOne of this makes any sense. I recieved a payment because I was partned via a youtube channel and MCN. I am no longer partnered with them. The money I sent was to my girlfriend, who then sent it back to due to not being able to add the money to her funds. (issue with her card company) So, she sent it back. I dont have any tracking numbers, so it wouldnt make sense for them to need those. As for my photo ID, it asked for it as listed above, despite having it before. They said it was (too blurry) lol, WTF? So I sent that. THye no longer as for SSN now, but they ask for proof address which Was already sent as is shown below :

So, you see this makes no sense to me. They are asking for these documents that they Do not need because I am not a business. They are asking for proof of address they have already received, they are asking for information that doesn't exist because there was no physical product ever sent.  I am so confused, this is all BS. I just want my money. I swear to god this better resolve quickly, there is no reason at all for any of this. as follows below is the email I received at 12 pm 4/29/17 :

I am very confused. How the **bleep** can I use my account? I can't. Is my only solution to call them? I am very frustrated and angry as is easy to understand. What can be said about this? Thank you.

Sorry,  a limitation  issue seems to be causing you some frustration. Smiley Sad

 

From what I can see, you had an EU receiving limitation on your account. The e-mail copy you sent to us indicates that the limitation was lifted successfully and you should have full access back to the account.

 

Could you give us a call on 0800 358 7911 (toll free) and one of our limitations team will check to see if there are anymore issues preventing you using your account.
