unclaimed and unregistered

Why would PP let me post a payment to an unregistered eBay seller? Of course it's unclaimed--it's a deadend. 

Suspicious and perplexed I am.

Unfortunally PayPal does not tell you if an email address is not registered or bad.   You can always submit a Feature Request here.   Simply open a Support Ticket and under the Severity Dropdown Selection, hightlight Feature Request.

If the payment was sent to an email address that is not registered then the sender can cancel it from the transaction details otherwise, if the transaction remains unclaimed for 30 days, it will be returned to the sender.
