seller asking for postive feedback

I paid for a item on eBay using pay pal  and I received a email today from the seller for positive feedback because he is a new seller and pay pal wont release the funds till I give him positive feedback. I have not received the item yet and don't feel comfortable giving the seller positive feed back till I received the item. Does anyone know if what the seller is telling me correct?

It is correct what he is saying to you.  The reality is if you leave feedback now it will NOT affect the outcome of a dispute.

 

Tough call but I keep reading about both sides and it's just a no win situation.

It's best to not leave positive feedback until you've received the described item.

PayPal will release the seller's payment after 21 days, or... 24 hours after the buyer leaves positive feedback or 3 days after PayPal can confirm delivery of the item.

The policy is called the eBay Item Hold policy... it was announced in January, 2008 and implemented in April, 2008. Go here...

Tell the seller that Paypal requires him to ship within 7 days of receiving payment and that he must email you within that period WITH A DELIVERY CONFIRMATION NUMBER or you will file a Non-selling seller report with ebay.

 

The seller is trying to work his way around legitimate restrictions placed on new sellers for a good reason.

 

You don't have to put up with that.
