I would like to add to the payment hold issue. A complaint about overseas shipping. Paypal ALWAYS favors the overseas seller if they state they do not receive the item. This can be COSTLY to a seller. Ebay asked sellers to state on their selling sites that they are not responsible for items held in customs. I had to refund to a buyer in spain, even though I had my USPS receipt with the custom number and my Ebay account is duely noted. I feel that the buyer got the item for free, postage and all. I have had to give up my business to overseas, which is costing me bids on my items.

Franc Trento, email frenc@eurobrit,com.au sent me two payments, one of $52.25, the other of $125. The first ($52.25) his been paid into my bank. The second ($125) is missing.
Also there is a mystery deposit of $143.79 from Paypal in my bank dated 1-29-10 What is this?

Again, payapl request that you prove your case, and when you do, they protect the buyer. When the seller proves a case (and seller is where paypal gets it's money) so why do they protect the buyer when the seller proves a case and loses merchandise as well as money????
This makes paypal a part of the scams being run on sellers. I suggest you consult an attorney for advise. Paypal is a service and should protect the seller (who could chose not to use them) and if they fail to do so with proof provided to them, then paypal has failed to protect the seller and taken funds from the seller account when seller could document proof. Then it becomes a legal issue. When paypal fails to recognize the proof, then they are in the wrong, the buyer is in the wrong for a false claim, but paypal is in the wrong for ignoring the proof provided and still refunds money to the buyer.
This in effect, becomes a scam (let's call it the buyer/paypal scam) the law is clear, on the words "knowingly" or having knowledge of a crime.... if you provided proof to paypal and they "knowingly" refunded the money back to the buyer that this proof was provided... they knowing committed a fraud.
You can get advise from an attorney free (for the first consult) and if enough people (sellers, in this case) want to get involved you can file a class action suit. Just be sure to get your messages and save them along with all proof and the case with paypal. That will show that you responded to the claim and provided proof to paypal and yet they stitll removed money from your account disregarding the proof of a false claim.
