I did secure the books and offered him a paypal request for money for the insurance (as i supplied FREE shipping)
he is declining saying : Thanks for asking but no insurance. The new ebay coverage is automatic now.

He has sent me emails declining - but will this be enough if he wants to scam me through a claim with paypal?

Insurance is not part of the User Agreement. It's an option for either the buyer or seller but not required. Proof of delivery is part of the User Agreement.
