Refund for item not received but paid as gift

I ordered a computer cord from a gentleman and he told me he would not send it to me until I paid him as a gift, so Paypal would not hold his money. I did so (cost me $1.17 from Paypal for whatever reason). When I did not get the cord I called him and he said he would refund my money but he has not done so. Am I just out my $31.17???? Thanks, Pat

The seller was simply trying to get out of paying the transaction fees. Sometimes we have to learn things by experience, good or bad. You should not have pay the seller using that method. You may have to write this off as a learning experience. Now he still has the item and most likely your money. You can try to file a claim but, because you sent the funds as a gift and not a purchase, you may be out of luck.

Thanks,Skier--I am afraid you are right. There is sure a lot of stuff to learn about this PayPal and E-bay payments. I have learned a lot and it's cost me a lot of money. Well, maybe I will be smarter from now on...fingers crossed. Thanks for you answer--Pups
