Pending Payments

My question is simple. When making a large non-ebay payment using pay-pal, does the same pending balance verification rule apply for the person receiving the money? Stated another way: Will the person receive the money i send once i verify that the goods have been delivered to me?

The 21-day hold policy applies only to eBay payments, however... the seller may still be subject to payment holds. Go here...
