Recently had a buyer who didn't receive package and no record of it being in USPS system, only that I created the label with Delivery Confirmation. They had no record of it entering a post office point or at the delivery site. If you have clicked on package/thick envelope you will see the $.19 charge and a little note that USPS cannot provide delivery confirmation on large envelopes or "flats". So here I'm automatically charged for a service they don't provide. I called paypal and their very polite customer service agent said it's not paypal it's the post office and they have no control over it. I think they need to change the screens so if you mail a large envelope they don't charge the $.19. I have no way to prove what happened to my shipment, but I was charged for having it tracked. Last piece is I have to check with the post office but the rate with their online calculator was less for postage. In addition, their online calculator did not offer delivery confirmation as an option with a large envelope. So why is it a forced option when going through paypal?

I had the same problem and found a solution. If you use the multi order shipping(even if its just one item) it gives you the option to print a scan sheet before you print the label. If you print the scan sheet it has a bar code. Take that to the post office when you drop off your package and have the clerk scan the sheet. It will show when and where you dropped the package off when you track it. Hope that helps!

I think the $.19 is really spurious considering it is a non-service and I agree with you completely. I am still trying to wrap my head around losing 2 mailed boxes that have no record of being posted, despite my having bought the shipping labels and posting them at the post office in person at the counter. I have tracking numbers, and yet there is no record of them in the system as having been mailed. ?!?!?!?!?!? I paid my $.19 too. Excactly what did that do again? I feel sorry for the buyer who did not opt to buy insurance.
