Payment thru a website- any recourse?

My son purchased a computer component through a website and paid thru paypal on their website. The component arrived and is faulty. According to the vendors website they accept returns and guarantee their product, how ever they are not responding to emails to resolve the situation. Do I have any recourse through Paypal?
My son did not have to create a paypal account in order to pay the vendor, so I am not sure how to file a dispute.
Any insight is appreciated.
Edited to add: I am willing to work with the vendor to resolve the situation either via refund or replacement, but the vendor won't respond. The component installation was attempted by a professional, so he has already paid them as well.

Not sure what the proper course of action will be just hope it all works out for your son, it can be a head ache when monies have been spent and your not getting what you've paid for.
