PayPal not taking out tax.

I have the tax set up in my paypal account, and I am using a custom html button to submit orders. It should be taking out tax automatically for local residents (i am using my own payment info as a test, so I know it is local). I am using an IPN, and it is telling me that 0.00 was charged for tax, and in the order history it doesnt show any tax as well.
The tax setting says it is enabled, where else might it be turned off? thanks!

You should be seeing the tax on the PayPal Screens, if not, then something is not setup properly within your Account. As for the IPN part, that should also be relying on how your account is setup. Do you have your tax table setup by state and zip code?
