Notification of reversal

What can you do when you get a notification of reversal from paypal? On my website I show it will take 4 to 6 weeks to get an item. The customer pays for an item from me with PayPal. The item is worth $15, including freight. That's ground freight! I'm out of town, so I do not get to it right away. The customer sends me an e-mail approximately 2 weeks later saying she is going to contact her charge card company and get her money back. I'm trying to make the customer happy, so I send her the product priority, plus I send her a gift worth $20. Both items get to her in the 4 to 6 weeks time frame. She e-mails me that she got the product and will put the $15 back in my account. Now PayPal has sent me a notification of reversal. They are also charging me $10 charge back fee. I did exactly what I was suppose to. I also went ahead and paid the $10 to PayPal. I tried e-mailing them the situation and the only response I get is to go to their website for help, which is no help at all.

If a Chargeback was filed by the buyer (in spite of you shipping the goods), then you should be able to send the information via the case opened under Resolution Center on your PayPal account. If you have legitimate reason to not get dinged twice, this should help.

what can I do? I sold an item.  It was shipped and the buyer raised a claim "Item not received"  I sent the buyer the proof of shipping and also sent to Paypal where it can be checked online and also sent paypal a scanned copy the receipt from the Post Office. Yet Paypal did a reversal to the buyer. Now the case is closed.  This is very unfair. Since the item has been sent out, how could Paypal return the money to the seller???

If every buyer claims that they did not receive the item, and the seller furnishes solid proof that item has indeed been sent out, why paypal still ignore the proof and go ahead to reverse the payment??

Buyer also complained that I sent the item by normal mail which he expected it to be sent by swift mail i.e. DHL or FEDEX.

It was clearly written on the auction page that item will be sent out by Airmail (recorded).  Apparently buyer did not read the desciption on my page.

Can anyone please advise me what to do.  Thank you.
