We've had our credit card number stolen twice in 2009, so I set up PayPal to protect us from having to give out the card number... But, some vendors don't offer the PayPal option...they just ask for the Credit Card number. Is there any way to pay through PayPal in this situation?

Unfortunately not. A vendor or merchant must have a PayPal Account in order to accept funds through the PayPal Network. Normally, if a vendor or merchant accepts PayPal as a Payment Method, they will either tell you or you will see it advertised.
