I open a case for an Item never receive . I win the case in paypal and for my surprise after a long waiting for a resolution of the case I only receive a partial refund of $2.30 USD instead of $95.95USD . Paypal says that the $2.30 was the only amount that they could get from the seller account and that they are working with the seller to get the rest of the refund that I am entitle . Does that mean that if paypal can't get in touch with the seller am going to recover only the $2.30??? What was the part of paying with paypal is secure I didn't understand?? What did I miss?? I really want to know how this work and how long do I have to wait for the full refund? And finally if the seller don't respond who's going to give me back my refund then? Help!!!!!
