I have a personal, basic account.
I want to receive money from someone.
Must I send a 'money request' through paypal, or is there some other method?
And how much will paypal take? (under the money request section, it seemed to run up to around 3%, which seemed a bit steep)

You can send a money request, or... the other party can use the "Send Money" tab in their PayPal account if they know your PayPal account email address. If it's an eBay item, the buyer just needs to complete eBay's checkout procedure.
For Purchase Payments, the standard PayPal rate is 2.9% plus 30 cents. Depending on the seller's monthly sales volume, the rate can be as low as 1.9% plus 30 cents.
The "Fees" section of PayPal's user agreement has all the details... here's the link...
