How do I get refunded money back?

Why can't I get paypal to return money  to my account that they took it out of?  A merchant returned money to me when he was out of stock , I can see the credit in my paypal account but can't figure out how to get it out of paypal.   And how come there isn't a phone number  and Shara is broke you can't type a question.

To withdraw funds from your PayPal Account, you can initiate a withdraw request to your bank account, request a paper check or use a PayPal Debit Card.
