Because the shipping costs are included in the funds.  If I have no access to the funds cause of the hold, then I have no access to the money the buyer pays for shipping.

I've had a bad feeling about the buyer right from the beginning and am NOT sending a multi-THOUSAND dollar item just to have them claim they didn't get it, or it's not 'real' or whatever they need to say in order to have both the item AND their money back. 

I'd rather take my chances, make a sale OUTSIDE of eBay and like any business, have the money for my product.

If there's a problem, the buyer has every legal avenue available to pursue - but as a seller, once that item is gone, the buyer can claim anything, can replace the item with a fake or lesser quality and what have I got?  PayPal going to defend me?  PP going to get my money for me?  PP going to get my actual item returned?

i agree that this is becoming outrageous. what is Paypal's objective, other than to hurt buyers and make us throw up our hands and give up Ebay.  i print all my labels through Ebay's shiptrack, I have a priority mail tracking number showing directly in my Ebay and Paypal accounts, as well as knowing the buyer can see the tracking info, yet PP lets them open a case and immediately withdraws the funds. that means everyone who I needed to purchase shipping for with that money for the next month or however long this is going to take can't be shipped, as I dont have the money to finance a business of mailing things and having PP steal back the money behind my back. how can it let buyers open a case when you buy the shipping through PP. it should automatically say "you can't open a case, this was shipped ... with tracking # ..."  if a tracking number for priority mail isn't proof, why even have a number????

Paypal is B S... they **bleep** us with a fee and then dont want to give us our money... what the f+++ do they think we got money laying around? We are selling to get money not to have them as another savings account. F------n thiefs give me my money!!!!

Perhaps if sellers took their "business" a little more seriously there wouldn't be a problem.  Getting billing information to UPS does not constitute shipping.  Most sellers on eBay are poor communicators and slow to get items on the truck. Keep whining.

I ALSO AGREE....I'M NOT GOING TO USE PAYPAL ANYMORE....SOME OF MY BUYERS ARE TOO LAZY OR FORGETFUL TO LEAVE THE FEEDBACK ON EBAY SO NOW I HAVE TO WAIT 21 DAYS TO GET MY MONEY?! THAT'S RIDICULOUS.  BAD CALL PAYPAL.

Yes I totaly agree that this is a very poor system they have came up with .  It is almost as bad as some of our poor presidential decisons to make people that make a nice steady income to pay more taxes to make up for those who do not. If there intentions is to stop people from draining money they should at least allow shipping fees to be realesed and hold the rest. and if people abuse the  shipping price suspend them from ebay. I do agree that paypal is getting more and more difficult to work with as it used to be the best thing and now I would start to rethink. they should rethink and maybe just do this to people who have negitive complaints on shipping or feedback.

Tracking Numbers and delivery confirmation don't matter I have stuff that is confirmed delivered and my funds are still on hold. **bleep** Paypal. Time for a new payment system.

I am livid and spitting fire here... I have been a paypal user for years, same for ebay, have a 100 percent good rate, never failed any buying or selling. Yesterday I sold a camera in order to buy a new one for Christmas, but guess what????

Right: paypal decided to put a hold on my 670 dollar...

Which means I have to send the camera out, and hoping for the best...

I DO SO NOT AGREE WITH THIS POLICY...

I am desperately trying to find a british telephone number so I can talk to someone, but hey, this country is going down the drain with all the computer voices or not understandable phone people who try to answer you with more questions that you have answers for. 

I am so totally P**** off right now...

It means that I have to ship the camera, and hopefully in 3 weeks time I will  get my money...

What happened to the trust paypal and ebay were thriving on????

There will always be **bleep**-ups and scum, but there are far more honest people just trying to do the right thing...

Now i'm out a few hundred personal dollars because i have to pay shipping for my buyers, this is stupid. Why am I charging shipping if i don't have access to it? Now I have 14 dollars in my personal account and a 11 month old child.  Now I have to wait for people I contact to take there merry time to get back to me, out of five buyers in several emails only one has responded. I have full contact with them, wether or not they contact me or even leave feedback at all is bleak. This is a good policy but the shipping should be released so that I have my own money in the bank. So now I have to raise my prices to uncompetive levals so paypal can keep there's. If your going to hold my money I want the intrest too. I know paypals getting it! I'm very disatified but what choice do I have. Right? Paypal is a great service and we just pay the bills.
