Ebay paypal fees for smaller purchases

I understand that there is a $.30 plus a percentage for all my sales at ebay. What if I sell for less than this amount? Is there a different fee or do I take a loss? I see people selling for less than $.30 all the time on ebay and wondered how they are making a profit this way.

they make up the loss with padded freight charges. So they sell for .99 but add the actual product cost to the freight charges.

There is a program called "Paypal micro payments" for smll payments - paypal charges lower fees for this.
I don't know the details as I've never used it, but you could go to the "help" section and search for the term.
