Declined for no reason & system failure?

The past couple of days paypal has been declining my purchases for no apparent reason. (I had more than enough money in my account) I talked to my bank and they can find nothing from their end. It worked again for a couple of hours and then stopped. Starting yesterday, paypal won't even let me log in. What is going on?

Suggest if possible trying from a different computer.
You can also try the basic stuff, i.e., ensure you are using the latest version of your favorite web browser. Delete your web browsers, cookies, temp files, cache, etc., then close the browser, reopen it and retry your Account. Also, try another web browser, i.e., Chrome, Safari, Firefox, or IE.
If you still have issues, you open a Support Ticket.
