Okay I want to know why when I get charged a chargeback settlement of $7, i get a $10.While reading through how to dispute a claim one of my buyers had, i never once was told that i would be charged a fee, thus the $10 makes no sense to me at all.I original had $7 withdrawn from account because of claim and then it magical turns into $17? Please help me understand this.

It sounds like the chargeback was decided in the buyer's favor.
PayPal charges a fee to the seller when the buyer files a chargeback with his/her credit card issuer. If the transaction is protected by Seller Protection Policy, PayPal will cover the amount of the chargeback and waive the chargeback fee.
You can view the chargeback fee and process in the User Agreement.
