Case Resolved in My Favor, No Refund Yet

Hello,
A case was decided in my favor because I never received an item from a seller. It was resolved about 3 weeks ago, and gave me this information:
After careful review, we have concluded our investigation of the Buyer
Complaint described below.
We have decided in your favor, however, we were unable to recover any funds
from the seller's account. As stated in the PayPal User Agreement, recovery
of funds associated with a Buyer Complaint cannot be guaranteed.
Please know that we will make our best effort to recover the funds in
question if they become available in the seller's account in the future and
will take appropriate action against the seller. Such action may include
issuing a warning, a temporary restriction, or terminating the account.
Keep in mind that PayPal uses a number of factors to determine when to take
action, including member complaints. Due to privacy laws, we cannot discuss
the details of any action taken. We hope you understand our policy and that
it assures you that you are safe using PayPal.
It's frustrating to me that it appears that they really aren't going to do anything further. The seller isn't going to put money in her account if it's just going to be taken away from her. So, am I ever going to get my money back? Anyone have any experience in this?

Good luck getting your money back. This happened to me and PayPal was useless. I sent a double payment and the merchant refused to give me my money back. I complained to paypal who showed that this person got a double payment. They contacted the merchant who claimed she never received the duplicate payment but it went out of my account and Paypal verified it. All they could do was ask that the merchant return it. She never did and Paypal was USELESS. Then they tried to play this privacy hogwash. In this instance there were worthless and the merchant stole my money. Then they closed their paypal account. $589.00 GONE out of my children's mouths. I was on my own. Good luck getting your money. You may have hope if you paid with a credit card. If it came from your bank account, forget it!
