Today I bought some ink and used my paypal. The details on my acct. say "completed" Well within 10 minutes of placing the order I found it for about half the price elsewhere, so I called the original place and verbally cancelled the order. Is there a way to cancel it on the paypal end as well? Do they already have the $ and will it be alot of red tape to get my $ back? Thanks in advance!

The seller must issue a refund. Other than contact the seller as you have already noted, it's up to the seller to take action and do the refund.
