vendor paid by PayPal but did not receive fund

Perhaps you more sophisticated PayPal users can explain to me why an order I placed with a vendor, and paid via PayPal, has not yet been received by the vendor (10 days ago).  There is plenty of money in the bank account on which PayPal draws for my on-line purchases.  When I check my PayPal account, it says I have a balance of $51.27.  What does "having a balance" mean?  Why isn't this money in the hands of the vendor?  What can I do to get PayPal to pay the vendor, as I thought I had done already?

You are talking in dollars and this is the UK board so is this an international transaction or are you U.S?

Does the transaction show in your paypal transaction history?

If it does what does it state next to it?

I am paying for items purchased with Euros from my US PayPal account (in US Dollars).  Is it necessary for me always to manually convert the dollars to Euros before the vendor can be paid?  Is there a way to set my individual PayPal account up so that payments made to international vendors in approved currencies can be converted automatically without my having to do it explicity every time?

If you use funds in your paypal balance then they must be in the same currency as the person you are sending to accepts.

If you want however to fund the payment with your debit or credit card or instant bank transfer then you can pay in whatever currency the receiver wants and paypal will convert it automatically for you during the payment process and before you click submit will tell you how much in sterling will be debited from your funding source.
