hi,

When payments are on hold for 21 days, does this mean 21 "business" days or just 21 straight days after receipt or payment was made by the buyer.

21 calender days unless you send trackable when its released a lot more quickly.

It is an on or off Ebay transaction so i can give you more info?

Thanks! It was sold on an online reselling site called Grailed, which solely uses Paypal for their purchases and transactions between buyers and sellers. The buyer has already received the product I shipped.
