are paypal disputing my chargeback or not

i sold an expensive item 3 months ago. i used online tracking and it was recieved and signed for by the buyer (same name on reiept) next day.
10 weeks later, i recieve a chargeback from paypal, the buyer said he hadn't used his credit card, my funds were taken out of my account, and as there was not enough funds, it left a negative balance.
i forwarded the tracking number and any messages from the buyer onto paypal, and was relieved to hear that i'd followed their guidelines and my money was refunded back to my account after a week on hold.
then a few days later, i get the money taken back out of the account, again leaving a negative balance, due to the buyers credit card's fraud department reviewing the case. they can take upto 75 days.
paypal won't give me the details of the credit card company, as i'd want this going to the police, nor am i sure if they are disputing the chargeback now, as i see the following
status: we are disputing the chargeback
status details: We have reviewed the case. Because you have not met seller protection performance requirements, the transaction will be reversed. The case is now closed.
now i'm confused here, paypal have told me i was covered and they were disputing the chargeback, yet the case is closed in the resolution center. its in the hands of the credit card companys fraud department, yet i have no contact with them.
should i be contacting someone at paypal about this? who?
it's the first time i've had this in 10 years, i feel completely let down by paypal at this moment as i just can't get any answers. i'm in negative balance at this moment.

There is a 45 day window from the date of purchace to open a dispute per the User Agreement, if you're past the 45 days to open a dispute, unfortunately there's a good chance that nothing will be done in your favour.

i'm the seller not the buyer. i'm not the one who requested a chargeback.
the item was sold and paid for on the 25th feb 2013
it was delivered with online tracking on march 1st 2013 and the buyer signed for it.
the sale was disputed by the buyer claiming he didn't use his credit card on 16th may 2013
my money was taken out of my account by paypal
proof of all correspondance and postage details i had were sent to paypal, initially they said i wasn't covered and asked for the online tracking number which i gave on 23rd may 2013, this time paypal said i was covered, and they are disputing the chargeback. the money was credited back to my account.
1st june 2013 the money was again taken from my account by paypal, they say the buyers credit card company are investigating it, they can take upto 75 days and their decision is final.
so i'm left in a negative balance. i have no idea which credit card company are investigating this nor have i had any contact from them.
on my paypal account, if i go to the resolution centre, it says there are no open cases, i have to use the drop down box to see closed cases (last 15 days) , the status there says 'disputing on my behalf'
if i view the case, it says

so, are paypal disputing this for me or not, why is the case closed when the buyers credit card are investigating?
i've sold and delivered correctly and honestly, this is a chargeback scam, obviously thinking i'd have no details of the tracking after 10 weeks.

still no answer from paypal.
i've had no communication fro the credit card company that he used
i get reminders to sort out my negative balance of over £160 which i won't.
now if i check the dispute in paypal it says the case is open, why didn't they let me know they reopened it.
i haven't heard anything since the 22 may, apart from them asking me to fill the negative balance
it now says paypal are reviewing the chargeback, well it's nearly 30 days or might even be past that unless they mean working days. no contact from anyone.

PayPal reviews the information provided by the seller and receives processing documentation from the credit card company. This may take up to 30 days. During this time, sellers are encouraged to submit any additional information to dispute the chargeback case.

Hi Their, I've never received such bull **bleep** in all my life from paypal when I show all the evident that the buyer was scamming this system Claiming is account being hack when all the time he was still selling on EBay???
and now I am out pocket £458 pound cos paypal say,,, We have reviewed the case. Because you have not met Seller Protection performance requirements, the transaction will be reversed. The case is now closed. I will not leave there and will take paypal to Small Claim's Court???
This is very quick way of paypal looking after loyal seller. to close case down???
Hope this doesn't happen to someone else.
