Paypal refund, help please!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Hi everybody, I urgently need your advice! I am located in Armenia and I sold a very expensive Item to USA. It took almost one month and the buyer claims they have not received their item. USPS has blocked tracking from Armenia and a number of countries and its impossible to proove whether the item has reached the buyer or not. My local post office has sent an official enquiry to USPS but it will still take time to get their official response. So, my problem here is that the buyer insists that I refund imediately . My concern is that if I refund her now will I be able to reverse it and claim my money back once I have proof that she had received her item? Or should I ask her to claim her refund through paypal resolution Center, i.e open a case against me? So that if she wins this way I be able to appeal the decision once I get the proof? Please help me, I need your advise guys!!!! Its very urgent!!!!!!!!!!

Once a refund is made you can't get it back again however it is sourced ie directly or via a dispute.
Advice is voluntary.

Thank you so much for your response! So you think it is more reasonable that the buyer claim her refund through dispute? This way I will hae a chance to appeal the dispute once decided in her favour?
