Paypal not releasing funds as no feedback left

As a new member of ebay and Paypal (43 positive feedback score - 100%) Paypal keeps holding onto my money.  I always post recorded delivery but, although items are being delivered, postmen are not getting signatures and therefore no proof of delivery to buyer.  No feedback, no proof of posting and no response from buyers to emails results in no money being paid to me and Paypal sits on the buyer's money for weeks on end!   Any suggestions as to what more can be done to resolve this ongoing problem. It's stopping me from selling anymore items on ebay. Help please!

Funds are held for 21 days and should be released on day 22.

If tracking shows the item as delivered + 3 days then email paypal the transaction id of the transaction and request release of funds as you have met the criteria.

As for feedback I always leave feedback as soon as a buyer pays me and that encourages them to leave it for you on receipt of item.

As a buyer if a seller does not leave me feedback then i just don't bother.

Forgot to say when you get to 100 selling transactions the hold stops.
