I did not receive a payment, the message was the following: Payment denied by PayPal with reason code 3047

Does anyone know what this error code means?

It usually means ''user is restricted''.

But without more info can't advise.

Are you both in the same country?

Do either of you have restrictions or limits?

Thanks for the reply! The one who has to make the payment is a mcn youtube network, and I an individual. My account has no restrictions. I do not know what happened
