Item not received from sender

PayPal refunded a buyer as the item was not as described (but it was as decribed) and the buyer has sent the item back but to a completely wrong address!! I have proof from Royal Mail in an email and the GPS location that the item was sent to another post code but because there is a tracking number PayPal are saying I have received it. I have called and emailed and they are refusing me the right to talk to a manager. I spoke to a guy called David last week and he was helpful but the agents I have since spoke to are Not passing me over. Has anyone else had this issue? Thanks
