Claim procedure for lost item under seller protection

Hello folks,
I recently sold an item through ebay and completed postage using ebay and paypal for a tracked and signed for delivery by Royal Mail.
The tracking shows item posted but has stuck on 'in transit' for more than 2 weeks now.
Quite rightly the buyer wants his money back and a reversal has been made on my Paypal Account.
What is the procedure for me to recover the lost money as I believe I am covered by Seller Protection ?
The total cost including postage is £131.50 less fees of £4.67 ie £126.83.
And incidentally, what will be the impact on eBay transaction fees?
